MIDAS focuses on three primary areas when providing services to member governments. Those areas are: policy development; regional initiatives; and technical assistance/contract assistance.
Policy Development- COMMODITY AGRICULTURE
Commodity agriculture will no longer drive the regional economy.
- OUTMIGRATION, LABOR SHORTAGES, AND IMMIGRATION
The area is experiencing outmigration, labor shortages, and immigration.
- INCREASING COST OF SERVICE
There is an increasing cost of services.
- DECLINING POPULATION
The area has a declining population. All counties in the MIDAS region saw their peak populations prior to 1940.
- INCREASINGLY ELDERLY POPULATION
The population is becoming increasingly elderly.
- POLICIES FOR ECONOMIC RESTRUCTURING
- Close the digital divide
- Encourage the entrepreneur
- Leverage the "New Agriculture"
- Preserve the rural landscape
- Boost the human capital.
Regional InitiativesMIDAS is involved with the development of multiple organizations in the area as well as planning and administering the public transportation program for the region. - ADMINISTRATION OF REVOLVING LOAN FUNDS
- TRANSPORTATION PLANNING
Planning and administration of a Public Transportation program of 70 buses, 900,000 miles, and 500,000 riders. Planning for Surface Transportation Program (STP) and allocation of approximately $1 million in STP and $100,000 in enhancement funds.
